Open Letter of Scholars in Support of UN Special Rapporteur Francesca Albanese

This letter was first published on Völkerrechtsblog on 26 February 2026 and was covered in the Italian, French, and German media.

Excellencies

the Ministers of Foreign Affairs of

the Republic of Austria, Mag. Beate Meinl-Reisinger

the Czech Republic, Petr Macinka

the French Republic, Jean-Noël Barrot

the Federal Republic of Germany, Dr. Johann David Wadephul

and the Italian Republic, Antonio Tajani

Secretary of State of the United States of America, Marco Rubio,

We, as scholars from various disciplines and related institutions, write in support of Francesca Albanese, the United Nations Special Rapporteur on the situation of human rights in the Palestinian Territory occupied since 1967, whose rigorous inquiries into violations of human rights have produced crucial knowledge and evidence raising awareness for human rights violations and violations of international law. Her mandate as UN Special Rapporteur has become indispensable in the present political context. Francesca Albanese’s commitment to uphold international law is all the more vital amid increasing attacks on the institutions founded to defend it, the rise of authoritarianism, and the normalization of a world order in which power increasingly overrides law. In such an environment, where ‘might is right’ too often prevails, Albanese’s insistence on legal accountability, historical facts, and universal human dignity stands as both a moral anchor and a necessary act of resistance.

We are alarmed by the attempts to silence Francesca Albanese by different governments and non-governmental actors and by the tactics used to achieve this aim. Most recently, on 8 February 2026, the attacks against Albanese took on a new dimension, when a fabricated video began circulating online, misrepresenting remarks she had made the previous day during an address at the Al Jazeera Forum in Doha, Qatar, prompting your Excellencies to call for her resignation. These demands echo longstanding calls by the United States for Albanese to step down. These actions highlight the threats that independent human rights reporting faces. They also occur in a broader context of increasing efforts to repress organizations and voices that advocate for universal human rights.

While your governments emphasize the need to remain vigilant against disinformation, in this instance you yourselves made statements based on manipulated video material and have refused to acknowledge and correct the error. In doing so, you lend legitimacy to distortion and falsehoods that erode a shared understanding of reality grounded in facts rather than fabrications. You thereby endanger democracy – the process that brought you to office – and weaken the international bodies committed to upholding human rights. Disapproval of the work and findings of a UN Special Rapporteur cannot justify reinforcing narratives that erode the very principles you claim to defend.

We are deeply troubled by the stark disconnect between your actions, your stated priorities, and the realities on the ground. Since the truce in October 2025, Israel has killed more than 590 Palestinians. The genocide continues. The blatant disregard for Palestinian suffering is unmistakeably a violation of international law. Rather than taking every possible measure to hold the Israeli government accountable, you have weaponized false allegations of antisemitism to delegitimize a United Nations official who is seeking to uphold international law. In the absence of accountability, justice becomes unattainable.

We call on you and your governments to immediately cease attacks on Francesca Albanese, issue a public apology, and reaffirm your commitment to the independence and integrity of UN mandate holders and agencies.

Sincerely,

First signatories:
